New breakwater in Narva-Jõesuu is ready and open to visitors

The construction of the breakwater in Narva-Jõesuu is complete, and the breakwater is open to residents and visitors of the city. The official opening ceremony took place on August 8, 2026.

The new hydrotechnical structure will help protect the river mouth and coastline, create better conditions for the development of navigation, and provide Narva-Jõesuu with a new seaside walking and viewing area.

The construction contract was signed on February 27, 2025, and construction work began in March of the same year. The winner of the international procurement was a joint tender by Infragreen OÜ, KMG OÜ, and Varmotek Grupp OÜ. The design of the breakwater was carried out by Reaalprojekt OÜ and Aavo ja Riina Raig Projekt OÜ.

When signing the construction contract for the breakwater, Mayor of Narva-Jõesuu Maksim Iljin noted that the implementation of the project fulfills a promise made nearly ten years ago to make the river mouth area safer. "This process took almost ten years, but the promise is finally being fulfilled," Iljin said.

The cost of construction work, including value-added tax, amounted to 4,911,253.81 euros. During construction, the structures of the old dilapidated breakwater were dismantled, a new 322-meter-long structure with a design life of at least 50 years was erected, a maintenance platform and access road were built, lighting was installed, and the surrounding area was landscaped. The widening at the sea end of the breakwater increases the structure's resistance to waves and ice, and creates a spacious viewing platform overlooking the sea and the Narva River.

The construction of the breakwater is a key infrastructure investment of the project "Development of the Waterway Network and Tourism Entrepreneurship in the Ida-Viru Region." The aim of the project is to develop waterways throughout the Ida-Viru County, as well as to foster water-related entrepreneurship, primarily tourism business. This is achieved, among other things, by reconstructing the breakwater, creating a favorable environment for business, and forming business networks and cooperation. The lead partner of the project is the Foundation "Narva-Jõesuu Port" (SA Narva-Jõesuu Sadam). The project partners are the Narva-Jõesuu City Administration, Alutaguse Rural Municipality Administration, and Jõhvi Rural Municipality Administration.

In addition to the construction of the breakwater, the project has organized training events for entrepreneurs, meetings for engagement and cooperation development, as well as activities to promote water tourism and maritime affairs. Business support services have also been created, and tourism packages and joint promotion of network participants are currently in preparation so that alongside the new infrastructure, new services, forms of cooperation, and additional reasons to visit the region emerge. The implementation of the project will last until February 2027.

The project "Development of the Waterway Network and Tourism Entrepreneurship in the Ida-Viru Region" is financed from the European Union cohesion policy funds under the measure "Attractive Regional Entrepreneurship and Living Environment," within the framework of supporting the implementation of county development strategies, as well as from project partner funds.

In addition, 1,999,999.99 euros were allocated for the construction of the breakwater from the European Maritime, Fisheries and Aquaculture Fund (EMFAF) for the 2021–2027 period as investment support for fishing ports. This support aims to improve access to fishing ports, enhance the safety, resilience, and environmental performance of port infrastructure.
